When will the Soviet Union and Japan be placed in war?

Since in the game, they can fight each other (but most likely will leave each other alone,) what turn does war kick in, is it turn 3 or turn 1?

How is this the wrong one, it’s on the Pacific 40 board.

There needs to be a AAG40 board.
