How much is a Minor IC please?

I’m currently in the middle of writing a review for the Europe and Pacific 1940 games and I don’t have the respective rulebooks in front of me. I know a Major IC is 30, and I think the upgrade is 12 (is that right?) but I can’t remember the cost of a Minor. Thank you.

A minor costs 12 and I think the upgrade costs 20.

Also, is it still true that Majors get immediately downgraded to Minors upon capture?

They do Loz, as only the original owning country can have a major IC.
Unfortunately, It means if recaptured by the original owner, it has to spend 20 IPCs to return it to a Major again.
