I’ve never done it myself, but my impression is that the game is severely imbalanced in favor of Japan, so start with a 30-50 IPC bid for the Allies, and revise from there.

@nubnumber1 Correct. The airbase rules only apply to the units on that land space - they do not apply to units in adjacent spaces.

Is the definition of a garrison in Manchuria (one infantry) or must it maintain some combination more than that?

just like in real life that’s what i like in this game: you’ll have same discussions of 1940 as in reality
i have read a book about it, some were pro war 1940, some 1941, some pro war China, some pro war USSR
each case: it has its advantages, but disadvantages. only depends if there are more pro’s than con’s
