Question on Setup and AAguns

I’ve noticed on the setup that India, Japan and W.US start with an AAgun.
Is this a misprint???
If not, then since the ICs on these territories include AAfire already, I can just tranfer these guns elsewhere right???

Facilities’ built-in AA protection applies only to SBRs against them.  AA guns only fire on planes making regular attacks on combat units in their territory.  As such, having an AA gun in a territory that contains a facility is not redundant.

Kreighund, why didnt ANZAC start with an AA gun?
Seems bazzare to me that that power doesnt get one.
