The Axis can capture them by unloading transports in their combat move.
The Allies can place units there by unloading transports in their noncombat move and/or by landing planes.
My J2 move mistakes

I don’t know the exact SZs but usually I destroy the US pacific fleet during J1 and purchase 2 trns and a factory in SouthEast Asia (I think it’s called Siam, again forgive me for not saying the exact location). My problem is after that I don’t know what to do. The US will begin to build steam, I don’t use the Indian fleet for fear of mutual destruction with the Brits and I don’t know whether to focus my strength on India or China/Sikang or both.
