If Japan invades Hawaii on J1, there is only 1 transport in the Sea Zone 26. I understand that if USA decides to scramble one fighter or tactical bomber then this negates the bombardments. My quesiton is if USA does not decide to scramble a fighter or tactical bomber does the 1 US transport in Sea Zone 26 constitute a hostile Sea Zone and negates the Japan’s naval bombardment? Can Japan ignore the 1 US transport?
