Thank you. Had not seen that and was unhappy to contradict Kriegkund, but could not see any difference with what I had said. Now I realise without a japanese DOW against UK/Anzac a Japanese player could have moved through an occupied sea hex on its way to a Dutch territory. Now it cannot. Though, of course, my way and knowing I was provoking war with UK/Anzac, I would have attacked them too and, therefore, not moved illegally through a sea zone . You have to love Japan.

2. A naval fleet can move through a sea zone occupied by only transports and submarines. Does the enemy submarine get to fire one shot at the naval fleet that’s moving through?

No & No. During a move phase, hostile subs only get to fire at your transports that don’t complete their full movement with at least one specific warship.

No. Air units can never land on territories that weren’t friendly at the beginning of their turn.

If the naval fleet is only composed of transports then each sub will get a shot at the passing transports. If there are surface vessels escorting the transports on the naval fleet then the enemy submarines will not fire.
