Vichy French Fleet

In Booster packs I have recieved several French Vessels. Some are free french that fought with the British in the Atlantic but most are Vichy french. The Card says they are Allied Vessels, but actually I think they should be Axis or Other. The Vichy French fleet on several occasions opened fire on Allied Fleets, However never turned themselves completely over to the Germans?
What is your opinion on how they should be treated in the game?

They are generally considered either or, we play them as axis or allies and I think the rules treat them the same as well
