@gamerman01 Please forgive my delay in taking J4! However, I would like a rule clarification. Are units permitted to move during the combat phase if they do not actually enter an enemy-occupied territory or sea zone, or in fact engage in any combat at all? Or is that movement REQUIRED to take place during the non-combat movement phase? Specifically: after a fighter has launched from a carrier and attacked an enemy-occupied sea zone during the combat phase, can the carrier also combat move to a different, neutral sea zone where the fighter intends to go during non-combat movement? Or is that carrier movement REQUIRED to take place during the non-combat movement phase? I apologize for getting into these technicalities, but they are actually extremely important for how I want to play J4, and the rulebook is not entirely clear to me. Thank you for your patience and understanding!

Do not apologize!
Movements that do not result in combat (your carrier) are SUPPOSED to be made in the noncombat move, however, virtually everyone is fine with noncombat moves in the combat move phase.
Noncombat moves in the combat move phase only, potentially, disadvantage the moving player because if you move something in the combat movement phase they are frozen since they can’t be moved again in the noncombat movement phase. This includes aircraft, because only aircraft can move in both phases, but that is only if they attack something.
I think it can be argued that you can’t make a noncom (without me checking the rulebook again to make sure) in the combat movement phase, however, I’ve never played someone who does.
But there IS one advantage to be gained by the moving player, and that is that for many players it’s easier to keep things straight by moving more or everything in the combat movement phase. But again, players don’t protest this, generally, because anything you move in the combat movement phase is locked in and you haven’t seen the dice results yet.

I do see one additional advantage offered to the moving player you did not mention, however: if the defending player has subs and they survive the first attack, they could use the special sub retreat ability to block off the carrier pickup zone(s) and indirectly destroy all attacking fighters. However, if the carrier combat moved to its pickup zone(s) BEFORE the actual combat began, that option would not be available to the defending subs.

@trimlinger All that said, if players have decided that non-combat movement during the combat phase is permissible, then I will certainly not challenge that now. I’ll take my turn with the understanding that the carrier can move to its pickup zone before any subs have a chance to block it.

Then in classic it’s important.
I was talking about all my years with AA50 and G40.Page 12 says combat movement is when you move units to enemy territories and zones. Therefore it is actually against the rules to move any noncombat moves in the combat movement phase, and then defending subs can absolutely reduce options for the player’s turn.

Blitzing is combat move and doesn’t necessarily involve OCCUPIED territories, nor does violating neutrality which the rulebook also makes clear is a combat move.
