Was not even my intention, but since UK lost all relevant colonies but South Africa, I can only build in England now… so it is ships!

@Elrood It was a possibility that the UK would eliminate the German fleet and then the US would enter the Baltic and take the Finns capitol. Be more difficult to execute that move now.
