Kamikaze National Advantage question?

Not sure if I’m at the right forum but for the 2004 revised version I’m curious about the Kamikaze National Advantage.

Specifically, if Japan can use both fighters and bombers, if it can attack any kind of ship (I assume not subs) and if the target is blown up right away or needs a successful roll.

I assume it needs a roll b/c why wouldn’t you just save up fighters to take out battleships and carriers but I’d appreciate the actual rules.

This is the correct forum category.
You need to roll. Kamikazes can hit submarines, as stated in the official FAQ (https://www.axisandallies.org/forums/post/1304402).
Remember it is the defender who chooses casualties, so the Kamikaze attack is an attack against sea units in general (provided there are more than one enemy sea unit in the respective sea zone).
