No, it can’t scramble. See page 10 of the Rulebook.

@dazedwit My thanks go out to Kreig for such prompt responses.As for France activating Turkey,I wound think it be wiser to wait until UK,USSR or even Anzac activates.It’s a great place for an AB or Mic.
On a related matter,I need to ask about Afganistan.Is it part of the Europe or Pacific map?If it goes pro-allies can USSR activate it when at war with only Japan?If UK has activated and both UK and USSR are at war with Japan,can USSR fly air units over Afganistan to land in India?
I suspect answer is “Europe map” based on pg 35 of pacific 40 rulebook,but that section is about W.India and W.Canada specifically. -

Correct, but that rule concerns which UK economy those territories belong to. It does not change which map they’re on.

Scenario:
In a naval battle, attacker rolls and hits all the defending combat units, but did not get enough rolls to clear the defending transports. The attacker has combat units left at end of that combat round, and now the defender only has transports.
Question:
Can the attacker declare a retreat before the next round of combat? The idea being the attacker wants to get its ships out of the way of a counter attack and is fine leaving the defending transports.
I realize the rule books says:

But the language “you don’t have to” seems like maybe there is discretion here for the attacker to accept the enemy transports are just nuked, or can decide to keep rolling.
Or am I just smoking crazy stuff?

“Don’t have to continue rolling dice” means there is a 100% chance you will destroy all transports so it’s pointless to roll dice.
First sentence “In a sea battle, if the defender only has transports remaining and the attacker still has units capable of attacking, the defending transports are all destroyed…”
This means no choice.
Or, in other words, you can’t retreat from transports (and similarly you can’t retreat when only AAA remains).
