Amphibious Assault question

Can you clear a sea zone and then move in transport, battleships, etc in the noncombat movement phase in one turn, and then on your next turn announce an amphibious assault?

What I’m asking is, can an amphibious assault be declared without moving any ships if they are already in the sea zone and are uncontested?
