Yes, they can do that even if the powers are at war. The presence of a sub belonging to an enemy power does not block movement.

I assume this isn’t the case but I didn’t want to rule it out as my nephew asked since I attacked the Italian fleet in sea zone 95? I know W. Germany is a coastal place with an airforce but it didn’t make sense it could send fighters across a land territory like northern Italy to attack sea zone 95?

@Barca1984 No, that’s not possible. Air units can scramble only to sea zones adjacent to the territory the air base is in. in Western Germany’s case, those would be sea zones 112 and 113. See page 16 of the Rulebook.
