You are right: it is beginning of the game.
Means Japan can only make a Major IC on Korea. Not on any Chinese territory, even the ones they begin the game with, as these territories are still Chinese.
It also means the US cannot capture Norway and build a Major one there.
It is better for balance.

I’m sure it’s self-evident I just want to be 100% clear.
It says for the United States it gets:
-When the United States Is at War:
20 IPCs if the United States controls both Eastern United States and Central United States.
-5 IPCs if the United States controls all of the following territories: South Eastern Mexico, Central America, West Indies.So am I correct in assuming this happens EACH turn these conditions ar met.

You are correct, as the rulebook says on page 25:
“A power collects the indicated bonus IPCs during each of its Collect Income phases if the condition for that bonus has been met, unless otherwise specified.”
