Maybe it’s just me, but I think the penalty for Allies attacking neutrals should be way more severe. Like more money or money each time an ally attacks a neutral. Perhaps each Axis player gets so many militia units.
@trig IIRC the wording is “Republican Spain aligns to the USSR if attacked” which can be a bit linguistically confusing. I agree that Republican Span is the one that needs to be attacked.

A: No.
Of course this doesn’t solve the issue of say, vichy france and Germany attacking the same free french zone, as thats not forbidden in 6.1 (as far as i can tell)

Any nation can remain neutral if it is not attacked or does not attack first. And a declaration of war by another power is not a declaration of war by the power that is attacked. Even though it would attack the agressor, it is not considered to be aggression. If played badly, USSR could be in great troubles declaring war on all Axis powers by itself. But who knows, you might have a lucky day 🍀
It would take two turns. See rule 8.4 (1936v.3) « Transporting allied units ».
Note that if you play with the Canada at War expansion, and you replace the Americans with Canadians in your example, it can all be done in the same tun, as all the Commonwealth units move together (Canada National reference sheet v.3.1).
