I don’t think it really factors in. TBH, I’ve never actually seen the Axis win by sacrificing half the board. Have heard of it once in a game two other folks were playing, but it’s always been a loss in my games. The Axis clock is very tight and unforgiving.

even without a sacrifice, it changes the pressure dynamic, because the allies have to spread enough to prevent a one board win, as opposed to being able to full tilt crush one side and let the other grow then turn around with an income advantage to kill the other. -
