This is the release of the Tournament Rules that is used during all Wiking-Con events etc.

Players can also decide on their own if they want to use the Tournament Rules during any game at any time - on TripleA - or on the Game Board FTF.

Note 1:
When you play with the Tournament Rules, the scoring points are registered as mentioned below.

We have attached the revised Timetable for Tournament Units & Rules as well as the Tournament Rules.

Important:
- Winning Conditions are described in the G40 HRE rulebook at pg. 11
Note 2:
Every game that is registered as a Tournament Game (meaning that the Tournament Rules are used) must have the scoring points registered like this:
- Winning player: 3 points
- Draw (a): 1 point to each player if both players have played same number of G40 HRE games (+/- 2 G40 HRE games)
- Draw (b): 1 point to the player with most played G40 HRE games - and 2 points to the player with less played G40 HRE games.

For several years, my team and I have been working on a 1945 setup called “The Game to End All Games.” It follows what would have happened if Russia remained neutral and Great Britain fell. China and India are considered to have signed a separate peace The main Axis power is Germany which controls most of Western Europe (Eastern Europe, Russia, and mainland Asia are out of play), Iceland, French Equatorial Africa, Gibraltar, and Nigeria and Gold Coast. Italy Controls Egypt and East Africa and is poised to march to South Africa with a German expedition to Free French Cameroon and Vichy (a new minor power) troops supporting. South America has United and is a new playable ally. German navies are ready to attack the Americas anywhere. Meanwhile, Japan is planning to attack Australia and Hawaii and Alaska.

For potential inspiration, you might want to have a look at interesting (but short; it’s only a page long) essay by David Fromkin in the book “What If? : The World’s Foremost Military Historians Imagine What Might Have Been”. The essay is called “Triumph of the Dictators”, and it points out that in early June 1941, just before Barbarossa, most of continental Europe and large portions of Asia were under the control of the Axis powers and of either their allies or of powers with which Germany and Japan had non-aggression pacts. It paint a grim picture of the U.S. and of the surviving democracies as being (if I remember Fromkin’s phrase correctly) isolated in a hostile world.

It is more realistic to move warships from one SZ to another.
But, would you retreat more than 1 TT to repair your Tank?
(Land movement are much slower and falling back damaged Tanks while staying in position with Art and Inf make such delay an issue. You also have to compare between planes for the cost. Aircraft mobility and versatility is way more interesting than 2 hits units which have to return to IC for repair.)

IMO, it is easier to consider that such unit are repaired right on place with spare parts.

A different procedure I suggested a while ago is that you can only repair one and have to pick a damaged Tank as casualty before allocating a hit to damage another Tank.

So, instead of 10 Tanks staying on battle until the 11th hits.
A second hits eliminates a first Tank.
This becomes far less effective, but it is easier to follow a single damaged Tank per stack.

However, I did not search on how to calculate such way of allocating damage.

Hi all,

Been a long time reader on the boards, but this is my first time posting! Been an avid AA player and history buff for a long time. Sorry to post here at such a later date, but I wanted to get an opinion.

My take on adding Canada to the game without too much drastic effects on the playability involved a couple of moving parts.

Give Canada the 7 ipc income of the Canadian territories to spend each turn, but that same ipc value still counts towards the UK as well, with the UK also able to build from IC’s there.

Do the same thing for South Africa, giving them both South Africa territories and Rhodesia for a 4 ipc total. Again, UK still controls the money as well, with UK also able to build from IC’s there.

Both Commonwealths still play as part of the UK, buy, move, combat, etc. Essentially just adding 11 ipc income.

To counter this so it’s not unfair to the Axis, do the same thing with Romania, Finland, Bulgaria, and Hungary (Slovakia-Hungary on the map of course). Those four powers would have a total of 9 ipc value between them. I figured the extra two ipc’s would have minimal effect.

Essentially all I did was add ipc’s and therefore troop numbers to the game, just forcing them to be used at their respective locales.

My only thought with this was would the immediacy of the minor Axis powers being on the front lines basically effect gameplay on the Eastern Front more so than the added Commonwealth powers would in Africa and Europe? I don’t want to hurt the USSR unfairly.

Any feedback would be great! Glad to finally post and be a part of the community!

Thanks for providing this background information, YG. I now understand better what you’re aiming to accomplish. I don’t have a specific solution to recommend that might work for your group, but here are a few questions you and the other people in your group might want to consider. The answers may provide you with guidance on what kind of point-scoring system might best suit your purpose. Fundamentally, the question to consider is: what kind of accomplishments do you want to reward by awarding points? Here are a couple of aspects of that question:

First: do you want the rewards to be incremental (round-by-round) throughout the game or do you want them to be based only on the final outcome? Under the first option, it doesn’t matter so much whether a player controls X at the end of the game; all that matters is how often he controlled it during the game. Under the second option, the reverse would be the case. Each option has its upside and its downside. For example, under a final-outcome-only system, a player who controlled X throughout the game but lost it on the last round would be in the same unhappy position as an investor whose stock portfolio did wonderfully for decade after decade but then crashed in value just before he was planning to sell it to finance his retirement.

Second: Assuming you choose an incremental system, do you want to reward consistency more (or less) than changes? Example: Let’s say that I’m the Soviet player and that I manage to hold on to Moscow for the whole game. Objectively, this is a desirable state of affairs (just think of what Stalin would have done to Zhukov if he’d lost Moscow in late 1941), but if the point system only rewards changes (i.e. the achievement of a defined goal), then my success in holding my capital doesn’t give me any points. Now let’s say that I’m the Soviet player and that, in an 8-round game, I lose Moscow 4 times and regain it 4 times, and let’s say that the point system rewards gains without penalizing losses. In that scenario, I’d gain 4 points – so I’d be further ahead point-wise than if I’d managed to successfully defend my capital from capture for the whole game. That would sound bizarre to me. One partial way to address this problem is by having both debits and credits: giving points for successes and deleting points for failures. In such a system, losing Moscow 4 times and regaining it 4 times would have the same zero-sum result as simply holding Moscow. But here we’d face a new question: should two such different situations really translate into the same number of points (in this case zero)? Or should the point system reflect the view that one of those scenarios demonstrates superior generalship, and hence should be rewarded? (Personally, I’d argue that the general who holds Moscow for the whole game is doing a better job than the one who keeps losing and recapturing it.)

If using my “Operation Valkyrie” scenario (http://www.axisandallies.org/forums/index.php?topic=30059.0), all SS units are arrested if a zone chooses to comply with the order, and are removed from play until the scenario is resolved. If a zone stays loyal or converts back to loyal, the units are moved back onto the map.

What I’m wondering about this rule is: exactly who would arrest the Waffen SS? The police? By 1944, the police forces in Germany were pretty much under the control of the Nazi Party, if not actual branches of the SS and the Gestapo. The Wehrmacht? Since the Waffen SS are elite military units, I’m not sure why they’d quietly lay down their arms and agree to be arrested by the regular army without a fight, especially following the assassination of Hitler by high-ranking army officers.

This is why in my Operation Valkyrie rule, there is a caveat that each zone can decide whether to comply with the order. In the actual event, the Wehrmacht did indeed manage to neutralize the SS in some areas. From wikipedia (http://en.wikipedia.org/wiki/1944_Adolf_Hitler_assassination_attempt):

Meanwhile, Carl-Heinrich von Stülpnagel, military governor of occupied France, managed to disarm the SD and SS, and captured most of their leadership. …. City Commandant, and conspirator, General Paul von Hase ordered the Wachbataillon Großdeutschland, under the command of Major Otto Ernst Remer, to secure the Wilhelmstraße and arrest Propaganda Minister Joseph Goebbels. In Vienna, Prague, and many other places troops occupied Nazi Party offices and arrested Gauleiters and SS officers.

If you read my rule, it states that if the assassination is successful, the remaining SS units will absolutely fight those allied with the responsible army officers.
