Axis & Allies Global 1940 House Rules Expansion

  • @The-Captain
I have a question about the Naval Mines. Apologies if this has been answered before, it’s so hard to find things because the threads are so long. It says that naval mines can be produced from game start, but Escorts don’t enter the game until Round 4. Is there another way to place mines before round 4? Have the Escort rules changed so they are now available at game start? Help!

    Thank you!

  • @mkgionet

Naval Mines can enter game from Early 1940 (Game Start) - but only Escort units can transport and place them at any sea zone border.

    In other words:
Naval Mines that are produced from game start must be stacked in the Capital until they can be transported and placed by Escort units later in the War.

    Please remember:
We are here to answer any question at any time.
Even if this question has been asked before.

    OK, thank you!

    Hello Captain,

the rules say, that Germany can prodcue a max number of 3 Panzer Generals.
Does this include a SS-Panzer General?

    Thanks

  • @Panzerstahl-Helm

The Waffen-SS Panzer General is not included in the number of Panzer General units.

    Rules Clarification: Concerning Military Victory:

If a Major Capital (Berlin, Moscow, Tokoy, Washington or London) is captured by the enemy - and this Capital is NOT liberated on or before the original owners next turn - then the War is over and a Military Victory has been achieved.

    Remember:
Your own and all of your allied Major Capitals must be controlled by friendly forces in order to achieve a Military Victory.

The Winning Conditions are described in the G40 HRE rulebook at pg. 11.

    Note:
Concerning Military Victory: One Round of PLay is completed when all Nations have each completed their turn - after a Major Capital has been captured by the enemy.

    Example:
In Early 1945 Soviet forces capture Berlin (Germany).
If German forces do not liberate Berlin on the German players next turn (Late 1945) - or if any other Axis forces do not liberate Berlin before the German players next turn - then the Allies have achieved a Military Victory.

    Hi Captain

I thought I remembered where if the Volgograd Fctry got moved it could still produce 6 Conscripts.

I’ve been searching but can’t find it. Would you clarify please.

    Thanks

  • 2026 25 24 23 22 21

    @barnee

The Industrial Complex in Stalingrad (Volgograd) can move to another Original Soviet Territory - and still produce 6 Red Army Conscription Infantry units.

    Note:
The IC cannot move and produce 6 RAC Infantry in the same turn.

See more information at pg. 21 in the G40 HRE rulebook.

    Hi

The OOB rules regarding Mongolia are eliminated once the Soviet Japanese NAP is in effect.

    Screenshot from 2026-01-09 16-28-45.png

Is Mongolia then treated as a Strict Neutral ? It only activates if it is attacked or another Strict Neutral is attacked ?

    Thanks

    Edit
Reading OOB rules some more and it seems that they would indeed just be treated as any other Strict Neutral beginning Early 1941

    @barnee

If the Japanese-Soviet Pact (Non-Agression Pact) is activated then Mongolia is considered a Strict Neutral on the same terms as any other Strict Neutral Nation.

    Note:
The G40 Expansion Strict Neutrals also confirms this scenario (see below).

We have attached the IPC Tracking Chart here below and also at pg. 1 in this thread.

The IPC Tracking Chart is quite useful and gives players an exact overview of the economic situation anytime during the game.

The chart should also be saved after each game in order to evaluate any game when a Strategic Plan needs either to be modified or revised for future games.

We advice all players on both sides to print and use the chart in each game - especially during FTF board games.
