I was curious, is there a Global setup that’s and empty start? Can you edit starting money values? Also, is there a way to edit bonuses?

Edit Mode -> Change Resources

What bonuses do you mean? National Objectives?
You can. But you need to modify the specific xml-file inside the “games”-directory installed with the map.

In general you can change almost every detail of the map/game by editing the related xml-file.
This is not always trivial, however.
