Indeed, if the USA is not at war with Germany or Italy, any USA ship on the Europe map has to border a US controlled territory except for zone 102.
Zone 79 is on the Europe map as are the other zones numbered in the 70’s. USA ships can’t go there until at war with Germany/Italy
A bit of a technicality in a friendly tournament, so if the Axis players allow it, it is fine
tend toward disallowing it.

G1 on Russia! Unfortunately dice in E. Poland were somewhat rough for him but the perfect drive-by through Yugoslavia should salve that wound a little.
UK obliterated the Italian navy at Taranto (excellent choice given the G1 into Russia), Regia Marina hit back some, but is certainly living on borrowed time

@FranceNeedsMorePower the factories should upgrade automatically, but it doesn’t happen until after Politics I think. So it says you can only place 9 units but you’ll be good to place all
