Larry Harris, G42, Russia In China, Question

So I have a question about Larry’s G42 setup. It says Russia can enter Chinese areas without declaring war on Japan. They can’t attack only defend right? If Japan attack an area with A Russian troop would they have to declare war to do so?
I should mention I’m using tournament rules.

@FranceNeedsMorePower In general, you cannot attack a land territory that has neutral units. Either declare war against all countries in that territory, or you cannot attack.
If the tournament has some “house rule”, that changes this, I cannot say. It already has a “house rule” to allow Russians to enter China, so perhaps there is another to allow Japanese attacks against neutral Russians, which presumably would be ignored during fight.
Allowing the attack would break many paradigms of A&A, so I would not expect there to be such a house rule.
BTW, I’m using “house rule” = additional rules beyond G40.

It doesn’t matter, but I’ll note that in TripleA, if a power (in this case, Japan) attacks a territory controlled by an enemy (China), that contains units belonging to a netural power (in this case, the Soviet Union), TripleA straight up ignores those units and leaves Soviet units in the newly Japanese territory.

@SuperbattleshipYamato @surfer @Young-Grasshopper @Krieghund @Panther Something is not adding up for G42 GenCon 2025 watch this move. The Russian troops went in to Japan. They can’t attack but can defend here click this.
Maybe I’ missing something in the videos but Russia never declares war on Japan.
