@Mr_CrOwLeY_80 US Commanders’ abilities cannot be used for China. Per page 10 of the Anniversary Rulebook, “China and its units are controlled by the U.S. player, but for game purposes it is considered a separate power and its resources cannot be mixed.” On the positive side, that leaves you free to choose Chines Commanders for use with China.

Should the USSR attack Finland or Retreat to Archangel and make Karelia a deathtrap in 1941?

it should definitely defend Karelia
as long as Germany doesnt go naval in Baltic
and even if it goes Karelia can be defended or at least deadzoned -
Might depend on the openings and what (and when) you expect to do with the UK

Attack Finland. Then you can take Norway 2nd round with 1 inf and the rest (if any) can try to retake Karelia. Or hold Finland. When in doubt…attack. 8-)
