I always thought it could be activated in any round so long as Axis hadn’t taken control of Southern France. Pretty Adam514 and/or RegularKid have said the same. Perhaps that was for BM?

Probably in the longer term but it saved me from having to kill some French troops. Maybe I will pay a penalty for my short term thinking.
