Can Egypt’s naval base be utilized in both SZ 98 and 81? In other words if you have naval units in the Red Sea(81) and you control Egypt can they move three SZs instead of two?

Yes. Any adjacent sea zone to a naval base gains the bonus. This assumes the ship started its turn in that sea zone and it is a friendly naval base.
