Hello, Recently my friend and I discovered an issue with minor industrial complex placement . The friendly allied territory of Persia I rolled into it with my American Sherman tanks and wanted to place an industrial complex on it. The rules say that a minor industrial complex can be placed on a territory with an IPC value of 2 . Persia meets that requirement. I say it can be done my friend says it can’t. Anyone out there have any thoughts on this? The rules just state territory with at least a value of 2.

Of course it can. It makes no difference that originally it was a neutral territory. Its current status is a territory of the United States and therefore, with an IPC value of two,it can be a location where a minor industrial complex can be placed.
