@crockett36 23 ipcs for the Axis. Very usuable from the get go and no way to stop it. 22 for the Allies that have to use boats and minor factories. Not an even trade. Pass on my displeasure please. In OOB the bid is 45 to 50. The starting income is about 2/3 Axis/Allies. If he wants to put in extra ipcs it should be 23/32 or so.

It’s really only 2 for Germany and 3 for Italy. You might be counting disabled bonuses there.

Japan is definitely struggling but Moscow is dead! Either next round or the round after. Only dice can save you now. Also, the Middle East is weak. I think sacrificing those 2 USSR planes in Yunnan changed the game a fair bit.
