The scrambling fighters will defend the seazone, not the territory.
Lets say there is an amphibous assult on japan with US fighters and bombers and land troops, Japan has no navy. Japan decides to scramble can the US fighters and bombers fight on the sea battle instead or are they committed to the land battle?
The attacker commits all forces to the respective battles before the defender scrambles, and they cannot be changed.
And since there’s a chance to scramble the attacker can commit forces to the SZ even thought there’s no enemy ships right?
