@panther thanks for the quick reply. I was referring to 1940 Pacific SE. You are absolutely correct though. The US starts off as a Major IC on the original box setup. I have a different organizer now. It only has the global setup custom printout on it. Thanks.
US 3rd turn attack

If the US goes to war on the 3rd turn, they collect their income at the end (+40 to spend on the fourth). Are they still free to attack on the 3rd?

I believe the clarification was that they go to war at the beginning of the collect income phase of Turn 3. So you collect the extra money in Turn 3, but you have to wait until Turn 4 to attack.

Correct, you get the $ at the END of turn 3. You can’t attack until turn 4 unless Japan kicks it off early.
