hmm … I’ve not seen this. Your theory is possible. Can you post a save and what versions of the map, as well as triplea, you are using ?

I think the issue is because G and Russia aren’t at war. So my guess is triplea is handling it correctly from a engine standpoint. I forget the specifics of the Rule. I think maybe G isn’t allowed into Original Soviet TTys unless at war with them.Even if those TTys are occupied by one of their Allies. But I’m not certain on that.

thank you very much for checking!! And I think that you are on the right track. Rule-wise this is a difference between Out Of the Box and Balanced Mod. As this game with @lebowsky follows OOB, Germany was allowed to enter originally Russian but already occupied territory without being at war - but the counterattack was illegal.

But you must declare to russia to move inside russian territory right? so the declare has to be on german turn. Ive always played like that, OOB or BM, this is the first time i see this happening.
So either you dont move or lose 5 IPC from the NO in my opinion
