Italy declares war to UK, but Paris does not fall for rounds - is the restriction for Italy able to attack only empty UK territories cancelled at any time?

@pacifiersboard Italy is only restricted on who it can attack on the turn it declares war. (and Paris is not already in Axis hands)
The restriction is only that it can’t attack territories that have units on that first turn. -

Can the Western Allies (UK, ANZAC, France) declare war on Italy on the first turn? Thank you!

@SuperbattleshipYamato Yes, the Allies can declare war on Italy, if they do Italy gets 12 IPCs of units in North Italy or South Italy instantly as an added defense bonus (war of national defense). Since Italy wasnt attacked, for them to be attacked would be alternate history so that means the Italian nation would be fighting a defensive war not an offensive one and the people would support it more.

@oztea we are trying this version new. I’ve done some playing over Triple A and it seems a lot of fun.
Something’s I did have questions about.
If France pulls out of Paris turn 1 into Normandy it becomes a power struggle for germany just curious if you knew anything for this? Was is pulling german troops back to western Germany?
Also can the Germans take the Baltic states turn 1 without issue. Because it could cause problems with the Germans easily blitzing Novgorod.
Any ideas and tips?

After playing a few games I have come to find it is heavy into the Allie’s. Just the number of IPCs they make and no unit restrictions is almost impossible to deal with. Anyone got suggestions on how the axis win?

Does the bonus that Japan gets when you own Korea and all original Chinese territories have at least 1 unit include Manchuria, Jehol, Shantung, and Kiangsu? Because my brother and I were wondering if the “Chinese” territories are included in the bonus. This game variant is great btw!

I would assume so, since they’re designated by the game as original Chinese territories.

I don’t think that matters, since when you’re not at war you cannot take over neutrals of any kind, friendly, unfriendly, or strict.

From the Europe 1940 Second Edition rulebook, Page 15, bluebox “Powers Not at War with One Another”:
“Neutral Powers: When a power is not at war with
anyone, it is neutral. Powers that begin the game
neutral, such as the United States and the Soviet
Union, aren’t initially part of the Allies or the Axis.
The Axis powers are on the opposite side of these
neutral powers, but they are not yet considered
enemies. While a power remains neutral, it operates under even tighter restrictions. A neutral power
can’t move land or air units into or through neutral
territories. It can’t move units into or through territories or onto ships belonging to another power or
use another power’s naval bases, nor can another
power move land or air units into or through its territories or onto its ships or use its naval bases.”Oztea’s 1939 rules are generally built upon these mechanics.
Update:
I just remembered that to simulate the Molotov-Ribbentrop Pact, there are some pro-Axis and pro-Allied territories that the Soviet Union can march into before they’re at war. In those cases, I agree with Barnee that the bonus applies.
