“By agreement” doesn’t just mean someone gives in, it means you can horse trade until you agree on the sides.
No one should have to play the side they don’t want. Bidding is one way to resolve this, but it’s not the only way. You might play “no new complexes” for example.
Russian restricted and no neutrals go a long way toward nerfing the Allies. I have very little experience playing Classic in competitive play, so I don’t know who has the edge, but it surely isn’t a very big edge, and it’s probably different for each player’s perception.
So bidding is an excellent way for each player to get the side they want, but if you don’t like adding pieces (or taking away) from the board, that is very understandable. Find another way if you and your opponent want to.
If you still can’t resolve, Good Captain and/or I can help make sure both players are satisfied before the Russian purchase
