From Game Notes:
With the exception of Southern France (see discussion of “Zone Libre” below), Vichy French territory operates the same way as other Pro-Axis Neutral territory. An Axis player may capture Vichy French territory and commandeer its forces by moving a land unit into the territory during the non-combat phase of his turn. Fly-over restrictions applicable to other Neutral territories do not apply to Vichy French territory.
This means I can’t land air units in Southern France, or any Vichy territory for that matter, the same game turn I occupy it.
This is the rule that applies to other Pro-X/L territories like Yugo or Greece. Am I correct here?
And there is an exception if they have been previously attacked if I remember right?
For example, if you attacked 99 with your fleet and then moved a transport in during NCM to occupy Yugoslavia, you could land aircraft from the 99 attack that still had movement, in Yugoslavia. Because Germany had previously attacked it.

You cannot.
No, for the other neutrals the Global 1940 rule applies, which means if any neutral has been attacked by the enemy, you can land planes on it on your turn, regardless if you take control of it or if you leave it neutral.
