According to the edited 2011 league rules thread, there is no 2011 league for 1942?  Is this correct?

I think you can choose either scenario by agreement, so the league is consolidated into one

Correct. There aren’t two separate leagues. Players can still play either, the game default is 41 however, if players can’t decide which game to play. All results will be tallied in one area and count equally for the playoffs.

I am open to a 2 game league series, 41 or 42, both sides play Allies once with a pre-determined bid.  I’m nego on the bid #, I prefer 9 myself.

I’d want someone who expects to play 5+ moves a week and can commit to a 3 move per week minimum (naturally with reasonable exceptions, such as Christmas/holidays or special circumstances).

Very open to the type of series that Zhuk posted for except that I am for a much lower bid for the Allies. Tech and National Objectives are not negotiable for me either.
