You just load em up onto your Soviet Black Sea Navy. The one with the Battleship.
Bulgaria house rule for Global 1940 Second Edition

 As some of you might know, Bulgaria during World War 2 had a very Russophile population and as a consequence did not declare war on the Soviet Union (unlike almost every German and Italian ally) and did not send combat troops to the Eastern Front. To house rule this, I came up with this idea: If/when Bulgaria is activated by the Axis, place upside down roundel markers below those 4 infantry. These infantry behave normally, but may only attack enemy units in these territories: Greece, Bulgaria, Yugoslavia This represents the scope of Bulgaria’s historical interests and willingness to take part in the war. Additionally, Bulgarian troops may move into Romania and Albania. This represents Bulgarian troops defending the approaches to the home country. What do you think of this? Do you find it too restrictive? I don’t think it would have much of an impact on the game. I look forward to your thoughts!

 I now think a similar idea could apply to Finland. Its 4 infantry can only move in the following territories: Finland 
 Vyborg
 Karelia
 Norway
 Sweden (not if the Axis are at war with the strict neutrals)
