Check out the Vassal Mod at http://www.vassalengine.org. Its an electronic version you can play of AAP1940.

Is it working properly? The only file that I can find is a .txt file that shows the map and that’s it…no setup at all.

Same thing here. I see 2 .txt files and nothing more … what’s up?
