That rule is about stranded defending air units. I was attacking so I have attacking air units that can use up their remaining movement to land. Almost all my aircraft were coming from Sea Zone 46 so they had three movement points left, so they are able to reach New Guinea.

Well that certainly changes how attacking Fleets work :) Defender usually has the advantage, so this definitely helps off set it :)
