I put the two extra AA in H-B, because I assumed planes could be scrambled to defend them. If not, then leave 1 AA in H-B (to collect the NO) and put the other two in W-G.

According to thread for the PTV rules:
Land Scramble: Path to Victory is designed to be played with “can scramble to land” turned on for both Airbases and Carriers. This option, however, may only be used for battles where the defending player has at least one unit in the defending territory–i.e., a scramble cannot be used to defend an empty land territory.Further down in the discussion of the PTV rules, there is this:

Yes. West Germany can scramble to defend Germany, as long as there is at least one defending unit already in Germany (including a lone AA gun). Note that France’s airbase is now actually useful, since it can be used to scramble in defense of Normandy, Holland, Southern France, and Western Germany.

before i proceed, need to request favor:
i 100% thought i had bought two transports, not one, and didn’t realize the mistake until placement time. you can tell i was intending two because i had bought 3 inf, 2 of which would require another transport. wondering if you’d allow me to exchange the tac i bought with a transport, and if i had done it right, i’d have 4 extra ipc but then would’ve bought only one inf and a sub instead. net result would be to swap the tac and an inf with a transport, sub, and leave the extra dollar in the bank. this decision has nothing to do with the one battle/roll i did in gilbert islands of course.
