I am afraid this is not possible, since you captured Archangel this round only.
USSR would’ve destroyed it before the Germans captured it. Well, they don’t have to, but they have the option to kill any of there Facilities at any time.
So, if you wanted to destroy it, you could.
That decision is yours obviously. I just assumed you would kill it :)
Yes, but in Archangel was an air base, which was just captured by the Germans.
And Russia can’t destroy them nor a harbour.

Aj, I didn’t catch that. I must have an older version of the Rulebook.
Than leave the airbase and factory destroyed as they are.

Gentlemen :-) Please note that when Russia want’s to destroy any of their facilities, the Soviet player must control that facility at the time of the demolition.
In other words:
If Germany captures Novgorod (Leningrad) the Soviet player cannot destroy any facility in that territory as long as Germany controls it.
Ah yes. If it wasn’t destroyed when Germany captured it, Russia wouldn’t be able to kill it as long as G controlls it
