I believe there must be a bug in TripleA, as Russia should not be able to produce a fighter in the current situation. On page 23 of the rule book (Europe) it is stated:
“The number of combat (land, air, or sea) units that can be produced by each industrial complex each turn is limited to 10 for major industrial complexes and 3 for minor ones. (If you are upgrading a minor industrial complex to a major one, you may still only mobilize up to 3 combat units from that industrial complex this turn.) For each damage
marker (plastic gray chip) that is under a given industrial complex, one fewer unit can be mobilized from it.”With a damage of 19 and 12 IPC at hand, you could theoretically have invested 10 to bring the damage down to 9, and with the remaining 2 IPC you could not buy anything. No matter if you repair or not, a production should not be possible, this round .

Russia should have 10 more IPC and no pending fighter. If you want, I can edit Russia’s cash from 13 to 23 IPC. But the fighter cannot be mobilized.
