Haven’t had that problem before. Before I try the file, what was the change in purchase you were aiming for?

And your American DD can not end its turn in a SZ bordering a Japanese territory (in this case, SZ 33).
Pac Rule book, pg. 37 "while it’s not at war with Japan, the united states may not move any units into or through China, or end the movement of its sea units in sea zones that are adjacent to Japan-controlled territories.
@mainah No change in purchase from what is on that version I loaded.
I moved the turn ahead to ITA in a local version and amended the US DD to a proper SZ. I re-opened in play by forum mode and no more error.
Lesson learned, save the game after each country…
