Sorry that this is delayed.
Reason behind is that the general of the Japanese continental forces needed to travel to Japan, being summoned by the Tenno. The Tenno then lectured him basic arithmetic for two hours before releasing him of all duties. A new general was put in place, but due time was needed to make sure he owns the necessary basic knowledge in mathematics and is able to transfer the correct numbers from a board to a battle calculator.
No, seriously, this calculation error is a mess that I needed to digest first. I think I am stable again and will try to work on italy soon.

This is trippleA miscalculating the political situation in Europe. Russia is at war in Europe (with Italy) and the German sub in 125 does prevent the NO for Russia, even though Russia is not at war with Germany. The rulebook says axis warship here which a German sub is.
I have no link to any discussion to offer, but I have asked the rule gurus of this forum several times in other games and they confirmed this to be a trippleA misbehavior every time. We can do again if you like.

I object that the German sub shouldn’t disrupt convoys when not at war with either the United States or Russia, but it does appear to be the rule. I edited the PUs by -5 at the end of the R3 turn.
