Other than the UK/ANZAC ability to take control of them peacefully, they are treated as territories whose capital is in enemy hands. Whoever captures them from Japan will have control of them.

If Japan holds 6 victory cities by the end of the round, (end of ANZACs turn) then Japan wins.
If the Allies hold Japan (the capital) at any point, then the allies win.

I think I read that Allies win if they have control at the end of Japan’s turn, not at any time. Probably this way so Japan has a chance to retake home if they possibly can.
