Just a quick question: can I move French units from Paris to Picardy, thus taking control of Picardy, and then move units out of contested Lorraine to the now Friendly controlled Picardy? Or is Picardy then still considered to be enemy controlled, because it was not at the start of the turn?

You can’t move units from a contested territory into Picardy because it was not controlled by you at the beginning of the turn.
