I want to attack the Axis fleet in sz 17 with my French fleet, but it says my units will be on fire by mines then (in sz 17). Is this a bug or a rule I missed? The port bordering sz 17 is friendly right?

@victoryfirst use edit mode - remove the mine. Then add it back in as an Italian mine. Its a bug.
