Yes, transports can attack with the fleet and retreat with the fleet (to an eligible retreat zone)
What you can’t do is attack a fleet with only transports/aircraft carriers and then retreat. Kreighund answered my question to that a long time ago, saying there has to be one unit with a combat value. Shoot! Imagine the possibilities!

Also, that transport could have retreated (to 112) even if all other attacking units were destroyed.

@gamerman01 no we should all be good as there wasn’t really a dispute. Pejon was hoping he could do it but didn’t think the rules allowed it. I was pretty sure the rules did allow it, but was hoping he couldn’t. :)

@pejon_88 And yeah, our naval dice were quite well matched (I was quite afraid in forcing you to attack that I might end up having terrible dice and paying for it.). But I had great land dice which at least makes the transport sacrifice worth it.

No Combat Value: Even though a transport can attack
or defend, either alone or with other units, it has a
combat value of 0. This means that a transport can’t fire
in the attacking units’ or the defending units’ fire steps.
Transports may not attack without being accompanied
by at least 1 unit with an attack value, unless they are
conducting an amphibious assault from a friendly sea
zone that is free of enemy submarines -
