Yes, if there is a possible scramble there. Is probably a good idea sometimes.
If you are landing a unit amphibiously, yes it would take the territory unopposed. But you have too clear the Sea Zone first, of course. You fail and the unit stays on board.
Increased Factory Production question

So if you’re repairing a major industrial complex with 19 points of damage with the Increased Factory Production development, does the 1 last damage point cost 1 IPC or none? In other words, do you round up or down? Thank you!

@superbattleshipyamato The last damage marker costs 1 IPC to repair. 2 for the price of 1 does not mean 1 for the price of none.
