Sweeden was “technicly” pro axis neutral….handed over what ammounts to IPCs (ore) and refused to join the allies.
Norway was a strange pickle in 1940, the UK invaded practacly, then the Soviets demanded they leave, and the Germans invaded…this was the point where a 3 sided war would have devoloped, Axis vs Allies vs Comintern…but France got mangled, the UK backed down because they needed the Soviets, and the Soviets never got there because…
THE FINNS, who were technicly an axis power unto themselves, if one had to categorize the “Axis” by major players…
1. Germany
2. Japan
3. Italy
4. Rumania
5. Finland
6. Hungary
So the Finnish territory should have some way of mobilizing new units, i have despised every axis and allies game to date for not reflecting the fact that Germany DID have many European allies, such as the Finns, who devisatated the Soviets in the Winter War. Finland should be roughly of the same value as the other scandinavian countries, but should start well defended, and with a minor factory or something.
