ANZAC and U.S.

Is ANZAC allowed to land fighters on the Phillipeens before either country is at war (in our games Japan usually waits until turn 3 or 4 and launches a massive frontal assault in all directions)? So they are only at war with china, and to help out the Phillipeens, I wanted to land my anzac fighters there, but my friends protested against it.

No - as long as the US is neutral, no other power may move over or on its territories.
