Maybe it’s just me, but I think the penalty for Allies attacking neutrals should be way more severe. Like more money or money each time an ally attacks a neutral. Perhaps each Axis player gets so many militia units.
AA Guns

In Global 1936, the rules state that each facility contains inherent AA guns. If I am attacking a land zone that contains a Factory, Shipyard, Airfield and Major/Minor Port, do those each get an anti-aircraft shot at my attacking planes, if I am not strategic bombing?
